– Legislative Bill –

In California, 66% of students who need mental health care never receive it.
In response, Ishmeet wrote, testified for, and passed Senate Bill 1063, a statewide law enabling all California schools (grades 7–12) to add QR codes linking to mental health resources on student ID cards. Additionally, it mandated all California schools to add the 988 National Suicide Prevention Lifeline to student IDs.

– QR Code Implementation –
After meetings with Kern High School District leadership, including Superintendent Dr. Mike Zulfa and Stockdale High School Principal Mrs. Erika Pierce, Ishmeet made it his mission to ensure the implementation of the statewide QR code initiative within his local district. Through these efforts, Cognitive Compass received approval to integrate a QR code linking to the Kern Behavioral Health website on Stockdale High School student ID cards, beginning in the 2024–2025 school year. An expanded version of this program is expected to be implemented districtwide in the 2025–2026 school year, aligning with the statewide bill he authored and passed.

In addition, Ishmeet met multiple times with Romeo Agbalog, President of the Kern Community College District Board of Trustees, along with members of the Bakersfield College Board, to advance the initiative across higher education campuses. As a result of these discussions, Cognitive Compass secured approval to introduce mental health resource QR codes on student IDs throughout district colleges, accompanied by mental health awareness posters beginning in the 2024–2025 school year.
66% of California’s students in need of mental health care did not receive it. Thus, we wrote, submitted/initiated, and testified for a California statewide bill which enables schools across California (grades 7-12 and California community colleges) to add a QR code on Student IDs which leads to a local behavioral health website. Additionally, the bill adds a 3 digit mental health hotline and ensures a hotline for domestic abuse on the back of Student IDs, streamlining the process of seeking mental healthcare in times of distress.
– Kern Behavioral Health Board –

As the only high school student serving on the Kern County Behavioral Health Board, Ishmeet Singh brings a vital youth perspective to county-level mental health policy and oversight. Appointed to represent District 2, he contributes to the Board’s mission of advising the Kern County Board of Supervisors and Kern Behavioral Health & Recovery Services on issues related to mental health and addiction.
In this capacity, Ishmeet has provided input on major behavioral health initiatives, including programs designed to improve student mental health services within schools. By ensuring that youth voices are represented in county planning, he plays a pivotal role in reducing stigma, expanding access to care, and keeping Kern County’s behavioral health system responsive to the needs of its youngest residents.
– Public Advocacy for Statewide Anti-Trafficking Legislation–
Ishmeet publicly advocates for anti-human trafficking initiatives, recognizing that victims of this horrific crime often experience profound psychological trauma. He has publicly advocated for a statewide legislative bill aimed at combating human trafficking and was recognized by the California State Senate for his advocacy.
In collaboration with Odessa Perkins, a community anti-trafficking leader and founder of the nonprofit organization emPOWERMent, Ishmeet has participated in meetings and conferences to advance community awareness and prevention efforts. Through this partnership, he volunteers to educate the public on actionable steps to prevent trafficking and advocates for schools to provide psychological recovery support for student victims through access to high school counselors and mental health resources.

Community Mental Health Education & Awareness

Ishmeet partners with United Way Worldwide (Central Eastern California chapter) to advance community mental health education and awareness. As an honorary workshop presenter at United Way conferences and community development events, he leads interactive sessions on mental health advocacy, cognitive well-being, and youth empowerment. Through these initiatives, Ishmeet helps equip educators, professionals, and community leaders with tools to better support mental and cognitive health across the region.​

Through his podcast, Mental Crossover, Ishmeet Singh creates an open space for conversations at the intersection of mental health, education, and community advocacy. He has hosted psychiatrists, school counselors, and other professionals to discuss practical approaches to improving student well-being, access to care, and cognitive resilience.
